
Colorado Home-Rule Cities – Changes for 2021

Self-collecting home-rule jurisdiction change
Currently there are 71 self-collecting home-rule cities in Colorado, but that number will be 70 for 2021.
- Cañon City will drop it’s self-collecting home-rule status and become a state-collected jurisdiction effective 1/1/21.
- Alamosa switched to state-collected as of 7/1/2019.
Rate Changes:
State-collected local and home-rule cities typically implement sales tax rate changes January 1. Denver is one such home-rule jurisdiction with a rate change effective January 1, 2020:
Denver voters approved a rate change from 4.31% to 4.81%, resulting in a combined rate of 8.81% (4.81% plus State 2.9%, RTD 1% and CD 0.1%).
Other Changes
Denver offers COVID relief – 15% penalty waived for late payment of November taxes due December 20, 2020:
To support local businesses impacted by the pandemic, the City and County of Denver is waiving the 15% penalty for late payment for sales and use, occupational privilege, and seat (facility development admissions or FDA) taxes for Nov. taxes due Dec. 20, 2020.
Businesses must still file their return and remit the tax funds within 30 days of the due date. While the 15% penalty for late payment is waived, a 1% interest fee for delinquent payments will continue to accrue. DOF will continue to evaluate an extension of the waiver on a month-by-month basis.
